Autonomous Weapons and the Future of International Security: Artificial Intelligence, International Order, and the Evolution of the Law of Armed Conflict

Abstract
Artificial intelligence is rapidly transforming military capabilities, creating opportunities for greater precision while also introducing significant challenges to international security. Among the most consequential developments are autonomous weapon systems capable of selecting and engaging targets with varying levels of human intervention. Although existing international humanitarian law establishes fundamental principles governing the conduct of warfare, these legal frameworks were developed before the emergence of modern artificial intelligence and therefore provide limited guidance for many issues raised by autonomous weapons. This paper examines how AI-enabled autonomous weapon systems affect international security through the lenses of international relations theory, international law, and strategic stability. Drawing on Hedley Bull’s conception of international society, contemporary scholarship on military artificial intelligence, and legal analyses produced by international organizations, the paper argues that autonomous weapons represent one of the most significant emerging challenges to the international system. Their widespread adoption could increase escalation risks, complicate accountability for unlawful attacks, lower barriers to the use of force, and accelerate technological competition among major powers. At the same time, these risks are not inevitable. Effective governance, international cooperation, transparent military practices, and updated legal standards can substantially reduce the dangers associated with increasingly autonomous military systems. Ultimately, preserving international order will depend not only upon technological innovation but also upon the willingness of states to adapt international institutions and legal norms before autonomous weapons become deeply integrated into modern warfare.
Introduction
Technological innovation has repeatedly transformed the character of warfare throughout history. The introduction of gunpowder, industrialized weapons, aircraft, nuclear weapons, cyber capabilities, and space-based military systems each altered the strategic environment and required governments to reconsider existing legal and political institutions. Artificial intelligence represents the latest—and perhaps one of the most consequential—developments in this historical progression. Unlike previous technologies that primarily enhanced human capabilities, modern AI increasingly enables machines to perform functions traditionally reserved for human decision-makers, including identifying targets, processing intelligence, and recommending or executing military actions.
Among the most controversial applications of artificial intelligence are autonomous weapon systems. Although definitions vary among governments and international organizations, autonomous weapons generally refer to systems capable of selecting and engaging targets with limited or no direct human intervention once activated. Advances in machine learning, computer vision, sensor fusion, robotics, and autonomous navigation have made such systems increasingly feasible. As military powers invest billions of dollars in AI research and development, autonomous capabilities are becoming integrated into air defense systems, unmanned aerial vehicles, maritime platforms, and future battlefield decision-support technologies.
Supporters argue that autonomous systems could improve military precision, reduce casualties among soldiers, and process information more rapidly than humans during complex operations. They contend that AI may eventually reduce accidental civilian harm by minimizing emotional decision-making and improving target identification. Critics, however, argue that increasing autonomy introduces profound legal, ethical, and strategic concerns. Delegating life-and-death decisions to algorithms raises questions about accountability, compliance with international humanitarian law, unintended escalation, and the future stability of the international system. Moreover, rapid technological diffusion increases the possibility that sophisticated autonomous capabilities could eventually become accessible not only to advanced militaries but also to smaller states, proxy forces, and non-state actors.
These concerns have generated significant debate within international organizations, national governments, academic institutions, and the defense community. The United Nations has held years of discussions regarding lethal autonomous weapon systems, while humanitarian organizations have called for new international regulations or legally binding restrictions. At the same time, military planners increasingly view artificial intelligence as essential to maintaining strategic competitiveness in an era of renewed great-power rivalry. This tension between military innovation and international regulation has become one of the defining security challenges of the twenty-first century.
Understanding the implications of autonomous weapons requires an interdisciplinary perspective that combines international relations theory, international law, security studies, and emerging technology policy. Strategic competition cannot be understood solely through technological capabilities, nor can legal regulation succeed without considering geopolitical realities. Hedley Bull’s concept of international society provides an especially valuable framework because it emphasizes both the importance of maintaining order among sovereign states and the responsibility of great powers to preserve the stability of the international system. His work suggests that technological change does not eliminate the need for international cooperation; instead, it increases the importance of institutions capable of managing competition while preserving common interests.
This paper argues that autonomous AI-enabled weapon systems pose one of the greatest long-term challenges to international security because they increase the risk of strategic instability, complicate legal accountability, accelerate military competition, and challenge the ability of existing international institutions to govern emerging technologies. While artificial intelligence itself is not inherently destabilizing, its military application has the potential to outpace the development of international legal norms and political institutions. Preventing these outcomes will require sustained cooperation among major powers, updated interpretations of international humanitarian law, stronger international governance mechanisms, and responsible development practices that preserve meaningful human responsibility over the use of force.
Literature Review
The growing body of scholarship on autonomous weapons reflects the intersection of international relations, military strategy, ethics, artificial intelligence, and international law. While researchers disagree regarding the appropriate level of regulation, there is broad recognition that increasingly autonomous military systems raise novel questions that existing legal and political institutions were not originally designed to address.
Within international relations theory, Hedley Bull’s The Anarchical Society provides one of the most influential frameworks for understanding how states preserve order despite the absence of a world government. Bull argues that international order depends not only upon the balance of power but also upon shared rules, institutions, diplomacy, and the recognition of common interests among sovereign states. His concept of an “international society” emphasizes that great powers possess unique responsibilities for maintaining stability and preventing disruptions that threaten the broader international system. Although Bull wrote decades before the emergence of military artificial intelligence, many contemporary scholars have applied his framework to new technologies that create systemic risks beyond the control of individual states.
Legal scholarship has focused primarily on whether existing international humanitarian law adequately governs autonomous weapon systems. Researchers associated with the International Committee of the Red Cross argue that the principles of distinction, proportionality, military necessity, and precaution continue to apply regardless of technological change. However, they acknowledge that increasing autonomy complicates the practical application of these principles because machines cannot currently replicate the contextual judgment required in many battlefield situations. The legal debate therefore increasingly centers not on whether international law applies, but on whether existing rules are sufficiently detailed to regulate autonomous decision-making effectively.
Another major area of scholarship examines strategic stability among great powers. Analysts have argued that artificial intelligence could significantly accelerate military decision-making, compress political response times, and increase the likelihood of miscalculation during international crises. Unlike traditional weapons, AI-enabled systems may interact with one another at speeds that exceed meaningful human oversight, potentially creating unintended escalation pathways even when political leaders do not seek conflict. These concerns have become increasingly important as artificial intelligence is incorporated into early warning systems, intelligence analysis, cyber operations, missile defense, and battlefield command networks.
Scholars also disagree regarding the potential humanitarian consequences of autonomous weapons. Optimistic assessments suggest that highly sophisticated AI systems could eventually improve precision targeting, reduce civilian casualties, and decrease the influence of fear, anger, fatigue, or bias on military decisions. Others argue that these theoretical benefits remain speculative because artificial intelligence continues to struggle with uncertainty, incomplete information, changing environments, and complex human behavior. Furthermore, even highly accurate autonomous systems may still undermine accountability if responsibility for unlawful actions becomes distributed among commanders, programmers, manufacturers, and machine-learning systems.
Finally, researchers increasingly emphasize that the governance of military artificial intelligence extends beyond governments alone. Private technology companies now develop many of the algorithms, computing infrastructure, and autonomous capabilities that later become integrated into national defense systems. As a result, effective governance increasingly depends upon cooperation among states, international organizations, industry, academic researchers, and civil society. This broader understanding of security governance reflects the growing complexity of technological development in the twenty-first century and raises important questions regarding the future evolution of international order.
The existing literature therefore demonstrates broad agreement that autonomous weapons represent a transformative development in international security, while significant disagreement remains regarding their long-term strategic consequences and the most appropriate regulatory response. Building upon these debates, the following sections examine how autonomous weapon systems affect international stability, international humanitarian law, and the evolving responsibilities of states within international society.
Strategic Implications of Autonomous Weapons
The military significance of autonomous weapon systems extends beyond technological innovation because they have the potential to alter the strategic dynamics of international conflict. Unlike conventional weapons, autonomous systems can process large amounts of information and respond to battlefield conditions within seconds. While this speed may provide operational advantages, it also reduces the amount of time available for human judgment during crises. In a confrontation between major powers, rapid AI-driven decision-making could increase the risk of unintended escalation if states misinterpret one another’s actions or if autonomous systems behave in unexpected ways.
Another concern is the growing accessibility of artificial intelligence. As computing power becomes less expensive and commercial AI technologies become more widely available, advanced autonomous capabilities may spread beyond the world’s most technologically advanced militaries. Smaller states, proxy forces, and non-state actors could eventually gain access to increasingly sophisticated autonomous systems, complicating efforts to maintain international stability. Unlike nuclear weapons, which require significant industrial resources, some AI-enabled military capabilities may become easier to develop or adapt from commercially available technologies.
Autonomous weapons could also lower the political costs of using military force. Governments may be more willing to authorize operations that place fewer soldiers at risk, potentially making armed conflict more frequent. Although reducing military casualties is a legitimate objective, policymakers must also consider whether greater reliance on autonomous systems could unintentionally weaken political restraints on the use of force.
International Law and Accountability
International humanitarian law provides an essential framework for regulating armed conflict through principles such as distinction, proportionality, military necessity, and precaution. These principles require combatants to distinguish between military objectives and civilians, avoid attacks causing excessive civilian harm relative to anticipated military advantage, and take feasible precautions to minimize civilian casualties.
While these rules apply regardless of the technology used, autonomous weapons create practical challenges that existing legal frameworks do not fully resolve. If an autonomous system unlawfully targets civilians because of software errors, unexpected environmental conditions, or flawed training data, determining legal responsibility becomes significantly more complicated. Accountability may be shared among military commanders, software developers, manufacturers, government officials, or operators, making traditional legal approaches more difficult to apply.
Recognizing these concerns, the international community has debated autonomous weapons through discussions under the United Nations Convention on Certain Conventional Weapons (CCW). Although states have not reached agreement on a legally binding treaty, many support maintaining meaningful human control over decisions involving the use of lethal force. Others argue that existing international humanitarian law already provides sufficient regulation when properly implemented. Regardless of the specific regulatory approach adopted, technological development is progressing more rapidly than international consensus, making continued legal and diplomatic engagement increasingly important.
Hedley Bull and International Order
Hedley Bull’s theory of international society offers a valuable framework for understanding why autonomous weapons represent more than a technological issue. Bull argues that despite the absence of a world government, states maintain order through shared institutions, diplomacy, international law, and recognition of common interests. Great powers play a particularly important role because their actions shape the stability of the international system.
Applied to autonomous weapons, Bull’s theory suggests that leading military powers bear a special responsibility to establish rules that reduce the risks created by emerging technologies. Competition among states will continue, but preserving international order requires balancing national interests with broader systemic stability. If states pursue increasingly autonomous military capabilities without cooperation or transparency, they risk undermining the institutions that have helped prevent major conflict for decades.
Bull also distinguishes between order and justice. While justice seeks fairness and accountability, order provides the stable conditions that make international cooperation possible. Autonomous weapons challenge both objectives simultaneously by increasing uncertainty while raising difficult ethical questions about delegating lethal decisions to machines. Effective governance must therefore seek to preserve international order while ensuring that technological innovation remains consistent with humanitarian principles.
Policy Recommendations
Addressing the challenges posed by autonomous weapons will require a combination of national and international initiatives rather than reliance on a single treaty or institution. First, governments should maintain meaningful human involvement in decisions regarding the use of lethal force, ensuring that military commanders remain legally and ethically responsible for battlefield decisions. Second, major powers should strengthen diplomatic dialogue and transparency measures to reduce the likelihood of accidental escalation resulting from AI-enabled military systems.
Third, states should conduct rigorous legal reviews of emerging weapons before deployment and cooperate on common technical standards that promote reliability, predictability, and compliance with international humanitarian law. Finally, export controls and international partnerships should seek to prevent advanced autonomous military technologies from reaching terrorist organizations or other non-state actors that are unlikely to comply with established legal norms.
Although complete international agreement may be difficult to achieve, incremental cooperation can still reduce strategic risks while allowing responsible technological innovation to continue.
Conclusion
Artificial intelligence is reshaping international security at a pace that challenges existing legal and political institutions. Autonomous weapon systems offer potential military advantages, including increased speed and precision, but they also introduce significant risks involving escalation, accountability, proliferation, and strategic stability. As autonomous capabilities become more sophisticated, the gap between technological innovation and international governance may continue to widen.
Existing international humanitarian law provides an essential legal foundation, but additional guidance will likely be necessary as autonomous systems assume increasingly complex military roles.
